Promised despatch referred to VED Wraph ↑ has not yet arrived, bus I agree that the appointment of a Public Services Commission could be deferred with advantage for a few months. I have in the meantime appointed a Conditions of Service Committee under the Chairmanship of Mr.D.S.Sloss, C.B.E., to advise me on various points such as eligibility for expatriation pay in individual cases.

Your paragraph 3. I recommend that limit of salary for Class II Officers should be altered from £600 a year to 1080 per month, This figure corresponds

= £210/.a roughly to minimum of highest promotion class for Class III officere, as roference to Scale D in Appendix III of Salaries Commission Report will indicate. No radioal alteration in classification' necessary or desirable for the time being.
